Social Science Documentation Publishing House released "Climate Change Green Paper: report of dealing with climate change (2010) Cancun’s challenges and China’s actions” in Beijing on the 22nd. The Green Paper writes that China's civil construction had huge potential of energy saving

The Green Paper introduces, China’s annual increased floor area is up to 1.8 billion-20 billion square meters, so it is the world's largest construction market. Currently, Building energy consumption has accounted for 27.5% of the total national energy consumption. On July 23, 2008, the State Council passed the Building Energy Conservation Ordinance. The Ministry of Housing and Urban Construction made the energy saving target, that was the implementation rate of energy saving standard reaching more than 95% by the end of 2010, the heating design and energy transformation in north region should reach 150 million square meters during the Eleventh Five-Year period. The construction energy saving achieved 110 million Tons of standard coal, 70 million tons were from new built buildings, 30 million tons were from transformation and operation management, 10.4 million tons were from application of energy saving lamps.

In addition, the proportion of renewable energy applications area accounted for more than 25% of new built floor areas. In July 2006, Ministry of Housing and Urban construction issued “urban green lighting project Plan in Eleventh Five-Year” to promote green lighting engineering, it said that took the end of 2005 as base number, the lighting annual urban energy saving target was 5% , the grand total target was 25% from 2006 to 2010.
