Realization of emission reduction boosts pressure so that energy conservation is reversed into the fast track

On Dec.8, Zhao Jiarong, deputy secretary general of National Development and Reform Commission, said that the status of national energy consumption reduction and pollutants emission reduction had not been optimistic since this year, and the situation of energy conservation and emission reduction had still been severe, under such background, relevant policies of energy conservation and emission reduction would be constantly strengthened.
“Twelfth Five-Year” Energy Conservation and Emission Reduction Planning formulated by National Development and Reform Commission, etc, has finished being drafted and sought for opinions from all parties, expected to be issued recently. Planning raised a series of objectives of energy conservation to the categories relevant to industry and building energy conservation field, and will focus on forging five major key projects of “Twelfth Five-Year” Energy Conservation and Emission Reduction.
It is remarkable that the objectives raised by Standard are more concrete and quantized than “Twelfth Five-Year” Energy Conservation and Emission Reduction Work Program issued before, meanwhile, the relevant supportive financial policies are more specific. Analysts considered that under reverse of severe situation of energy conservation and emission reduction, development of domestic energy conservation field industries would certainly be started further, and industrial energy conservation was hopeful to become the main theme of market investment in future.
Strengthen implementation of major projects of energy conservation
On Sep.7 of this year, “Twelfth Five-Year” Energy Conservation and Emission Reduction Comprehensiveness Program was issued by the State Council, which confirmed objective responsibility and relevant policies arrangement during “Twelfth Five-Year Plan” and came up with the implementation of five major projects of energy conservation and emission reduction. “Twelfth Five-Year” Energy Conservation and Emission Reduction Planning which will be issued soon comes up with the specific quantization target figures promoted by five major projects.
Standard proposed that by 2015, average operating efficiency of domestic industrial boiler and furnace would have respectively increased by 5 and 2 percent points than that of 2010, operating efficiency of dynamo system would have increased by 2-3 percent points, waste heat and residual pressure power generation capacity would have been increased by 20 million KW, the area of heating metering and energy conservation reform of existing residential architecture in north heating regions would have been covered for over 400 million m2, the area of energy conservation reform of existing residential architecture in which it is hot in summer and cold in winter would have been covered for 50 million m2, the area of energy conservation reform of public buildings would have been covered for 60 million m2, and market shares of energy-efficient projects would have been greatly increased. According to Standard, during “Twelfth Five-Year” period, the energy conservation capacity of standard coal for 300 million tons shall be formed in national industry and building energy conservation fields.
Industrial energy conservation will become the theme of energy-saving investment perhaps
Relevant experts said that it could be seen from the content of Planning that the industrial energy conservation fields which accounted for more than 70% of energy consumption of the whole nation were still the featured fields of energy conservation during “Twelfth Five-Year” period, of which, scalization development of dynamo system reform and waste heat and residual pressure power generation would become the main focus of this field.
It is known that power consumption of China’s dynamo system accounted for about 60% of total power consumption of all society in 2010. As one of China’s top 10 major energy conservation projects during “Eleventh Five-Year” period, energy conservation project of dynamo system focused on promotion of frequency control on the basis of making replacements and technical innovations of stand-alone so as to increase whole energy efficiency of system operation, having formed the electricity conservation capacity of 36 billion KWH/year in 5 years.
Experts above pointed out that dynamo system reform referred to avoiding dynamo’s electric energy consumption caused by excessive output through a series of optimization and upgrade of software and hardware. Planning proposed that operating efficiency of dynamo system shall increase by 2-3 percent points more, which would mean that dynamo reform and upgrade field would form the electricity conservation capacity of 80 billion KWH, of which, 30 billion KWH would come from frequency control reform of dynamo system. If calculated by 0.58 Yuan/KWH for the national industry electricity price in 2010, dynamo energy conservation reform will create market efficiency for nearly 50 billion Yuan each year during “Twelfth Five-Year” period.
Besides, waste heat and residual pressure generated by industrial boiler and furnace has huge utilization space, of which, waste heat and residual pressure power generation becomes one of channels approved generally by the industry at present. With regard to the target figure of waste heat and residual pressure power generation of 20 million KW put forward by Planning, the experts above analyzed and considered if it is measured and calculated according to average unit investment of domestic waste heat and residual pressure power generation projects of 10,000/KW at present, this field would drive market investment of 200 billion Yuan within 5 years.
