A source related to NDRC said, “the Twelfth Five-Year energy saving and environmental protection industry development plan” (hereinafter referred to as the “Plan”) which led by NDRC and brought together the views of Ministry of Environmental Protection, the Ministry of Finance, State Administration of Taxation, the central bank and other ministries, it had gone through five drafts and would be submitted to the relevant ministry for countersigning.

 People who participated establishment of the “Plan” said, the opinions of each ministry has not been united, so even there would have same new developments on taxation, land support policies, but most of them would be statements of macro policy, without implementation details.

 Favorable policy details of land and water tax will not easy to unveil.

 A source related to NDRC said, as the first national five-year plan in energy saving and environmental protection industry, “the Twelfth Five-Year energy saving and environmental protection industry development plan” already proofed by many national ministries. He said, the “Plan” would unveil same favorable policies on urban land use tax, water resource tax and pollution charge.

 But most of these favorable policies are macro policies. People close to the situation said that in the first versions of consultative drafts, NDRC wanted to bring into policy details for land, water and taxation, but relevant ministries thought those contents were too specific which may cause the inconvenience for implementation, they would discuss and research them next time”.

 An expert who participated in the organization of “Macro strategic research report of Chinese environment” appealed, the government should speed up the establishment of preferential policies for environmental protection industry, including finance, taxation, credit, land, electricity, depreciation, import and export. “In the case of the small scale of China's environmental protection industry, financial difficulties, the level of development is relatively backward; we should make greater use of financial incentives, the subsidy system to accelerate industrial development”.
