BEIJING, September 27 (Xinhua), On September 27, the State Council held a Videophone Conference about national energy conservation and emission reduction, it fully mobilized and deployed the relevant work during the Twelfth Five-Year. Premier Wen Jiabao made an important speech, he stressed that we should know from significance of energy conservation and emission reduction from strategic view, the full fully implement the comprehensive program of energy conservation and emission, try our best to build a resource-saving and environment-friendly society.

 Li Keqiang, Vice Premier of the State Council presided over the meeting. Zhang Dejiang, Wang Qishan, Vice Premiers of the State Council attended the meeting. Ma Kai, State Councilor and State Council Secretary-General read out the formal commendation (the State Council praises provincial government which got outstanding achievements in energy conservation and emission reduction during the Eleventh Five-Year period) at the meeting.

 Premier Wen Jiabao pointed out that, during the Eleventh Five-Year period, we achieved remarkable results in energy-saving and emission reduction, our average energy consumption growth was 6.6%, but annual national economic growth was 11.2%. Energy conservation work effectively promoted industrial restructuring and technological progress, it made important contributions to deal with the global climate change. Currently, energy conservation and emission reduction situation was quite grim. We must fully understand their extreme importance and urgency, and enhance the sense of crisis and responsibility. Took the scientific development as guidance, unswervingly adhered to the energy saving ideas, fully implemented the "Twelfth Five-Year" comprehensive energy reduction program, tried to achieve the desired results.

 Premier Wen Jiabao put forward the requirements in five points: (1) make efforts to adjust and optimize the industrial structure, promote energy conservation and emission reduction. We should adhere to the new road of industrialization, accelerate the establishment of modern industrial system and improve the proportion and level of service industry gradually. Give strong support to the development of strategic emerging industries。We will encourage the new established advanced production facilities and speed up to shut down backward production facilities, strengthen the index of energy conservation, environmental protection, land and safety, limit the excessive growth of high consuming and high emission industries, prevent the high pollution and high consuming industries moving to the western region. We will vigorously develop the circular economy。Reasonable control energy consumption and adjust energy structure, promote clean and efficient use of coal, develop the renewable source as wind energy, solar accordingly. Actively develop hydropower on the basis of good ecological protection and resettlement, efficient develop nuclear power on the basis of safety. Promote the transformation of energy production and use to build a safe, stable, economic and clean modern energy industry system.(2) Promote energy conservation by technology innovation and technological progress. Accelerate the establishment of technical support system of energy saving and emission reduction, select a number of major technology projects bearing on the overall situation, find solutions to major technical difficulties and introduce foreign advanced energy saving technologies and management experiences. Establish selection, evaluation and promotion system of energy saving technology, promote the industrialization demonstration and applications. Implement the key projects of energy-saving, heavy metal pollution prevention and comprehensive utilization of resources. (3) perfect the long-term mechanism for energy saving. Deepen the price transformation of resources products to form price mechanism. Increase the financial support and implement the preferential tax policies, promote the transformation of resource taxes and environmental tax actively. Adjust the import and export tax policies to control the export of high energy consuming and high emission products. Strengthen energy-saving power generation dispatching and implement power DSM(Demand Side Management) and EMC(Energy Management Contract), support and strengthen the energy saving service industry. Establish carbon emission trading market based on the pilot programs. Promote the construction and operation of sewage and garbage treatment facilities market.(4) Strengthen energy conservation capacity and speed-up the formulation of mandated national standard and design specifications about energy consumption and pollution discharge. Perfect statistics accounting and monitoring method. Strengthen the establishment of energy saving managing system, Establish and maintain the emission reduction monitoring system of the state, province and municipality.(5) promote energy saving and emission reduction in the key areas. Carry out the energy saving and low-carbon actions in thousands of enterprises, promote the actions of scientific management, organization and production controlling in the main energy consuming factories. Strengthen the energy saving and emission reduction in industrial, construction, transportation fields. Strictly enforce the access standards for high energy consumption, high emission industries, fully promote cleaner production, strengthen the prevention and treatment of heavy metal pollution, control the pollutant emissions in the whole process. For the building energy conservation, we need to reform the existed buildings, develop green buildings, intelligent buildings, and try our best to save energy, land, water and materials. For the energy saving of transportation, we should pay attention to the development of public transport, coordinated development and optimal use of multiple type of transportation, gradually improve vehicle emission standards, and actively promote energy-saving and new energy vehicles. Promote the use of cost-effective energy-saving products and green low-carbon consumption to form the energy saving life style. Various public institutions should play a leading role. Pay attention to the energy saving of agriculture and rural areas and treatment of agricultural pollutions. Carry out massive reforestation to increase forest carbon sinks.

 Premier Wen emphasized, Party committees and governments at all levels must take energy saving and emission reduction as important task for scientific development, tough measures for transforming the economic growth pattern and hard index for assessment of cadres at all levels. To clear the energy conservation responsibility of all levels of government and relevant enterprises. Strengthen the organizational leadership, to form the implementation mechanism at every levels. Strictly supervise, check and assess energy saving index, accept the social supervision. Initiate an all the people activity for energy saving and emission reduction, strengthen supervision of public opinion, to form the work situation which dominanted by state, paticipated by the whole society and take enterprises as the main body.
