Guangzhou energy-saving conference of main energy consuming units was held on November 3. Deputy Director of the Guangzhou Economic and Trade Commission Ren Yiming said, Guangzhou was stressful for energy saving and emission reduction during the Twelfth Five-Year. The number of main energy consuming units which should be followed up increased from 120 to 300 and we would strengthen energy-saving responsibility assessment, increase the incentives to energy-saving enterprises. For this year, the budget for energy-saving incentive increased from 20 million yuan to 60 million yuan in Guangzhou.

 He said, during the Eleventh Five-Year period, the unit GDP consumption in Guangzhou reduced from 0.75T standard coal/ten thousand yuan in 2005 to 0.62T standard coal/ten thousand yuan last year, the reducing rate was 20.34%. And the effect was more notable for industries. The consumption of unit industrial added valve reduced from 1.31T standard coal/ten thousand yuan in 2005 to 0.78 T standard coal/ten thousand yuan last year, the reducing rate was 40% which had exceeded the original goal.

 For the Twelfth Five-Year period, the energy-saving target issued by the provincial government to Guangzhou is that the unit GDP consumption in 2015 reduce should reduce 19.5% compared with 2010, output value consumption of the 313 main energy consuming unit should reduce more than 25%. In addition, Guangzhou should promote 1.15 million pcs of energy saving lamps in 2011, including T8 and compact type energy saving lamps. Zhang Hongwei (the head of electricity and resource comprehensive utilization department, Guangzhou Economic and Trade Commission) told the reporter that Guangzhou already shut down many backward production factories during the 11th five year period, and the main energy consuming units already improved their energy efficiency, so there was no much space for improvement. In addition, building consumption rose which also increase our pressure for energy saving and emission reduction.

 It is reported that from January to September this year, the year-on-year growth of Guangzhou industrial electricity is about 3%, the residential electricity growth accelerated which exceeded 13%. The electricity consumption of tertiary industry increased more than 11%. So Guangzhou stressed on target and task decomposition. Zhang Hongwei said, the number of main energy consuming units which should be followed up increased from 120 to 300. At the same time, we would perfect energy saving statistic and detecting system, follow-up quarterly and report promptly. In addition, we would strengthen accountability, assessment and evaluation of target and responsibility.
