2011 events in field of energy conservation and emission reduction

In January, Polycrystalline Silicon Industry Access Conditions was issued by Ministry of Industry and Information Technology of the People’s Republic of China together with many ministries and commissions, specifying key performance indexes, such as, scale and energy consumption of polycrystalline silicon project.
In February, power utilization peak was formed because high energy consumption industries, such as, steel, cement, etc, which switched out due to various regions’ requirement of completion of energy conservation and emission reduction index in 2010 returned to work in succession.
In March and April, before power utilization peak arrived, provinces with large electricity consumption around the world had had electric power tension repeatedly, and some provinces had even been lost in power shortage.
In May, the audit results published by National Audit Office of the People’s Republic of China showed that the special fund for energy conservation and emission reduction of 40 enterprises was not used and managed normatively enough, RMB 205 million Yuan involved.
In June, Instruction to Energy Conservation and Emission Reduction Financial Policy Comprehensive Demonstration was issued by Ministry of Finance of the People’s Republic of China.
In July, Energy Conservation Objective Performance Barometer for Regions on First Half Year of 2011 was issued by National Development and Reform Committee. It was shown through analysis that 8 regions had very serious situation on the first half year of 2011.
In August, Notice on Perfecting Photovoltaic Power Generation On-grid Power Tariff Policy was issued by National Development and Reform Committee, specifying the on-grid power tariff of 1.15 and 1 Yuan per KWH for 2011.
In September, newly-revised Heat-engine Plant Atmospheric Pollutant Discharge Standard was issued by Ministry of Environmental Protection of the People’s Republic of China together with General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, improving access threshold of environmental protection of heat-engine industry.
In October, our control objective of total energy consumed of “Twelfth Five-Year Plan” was broken down into governments of various regions recently, and total energy consumed of various regions will be controlled and assessed strictly.
In November, Notice on Carrying out Carbon Emission Trading Pilot Work issued by National Development and Reform Committee, approving 7 provinces and cities to carry out carbon emission trading pilot work.
In December, Ministry of Environmental Protection of the People’s Republic of China and regions signed and concluded “Twelfth Five-Year Plan” emission reduction target responsibility letter with central enterprises in fields of electric power, petroleum, etc, which specified responsibilities through breaking down “Twelfth Five-Year Plan” emission reduction target.
