Housing Ministry Prepares for National Green Building Action Plan(2)

November 9, the State Council executive meeting passed “the Twelfth Five-Year" work program of controlling greenhouse gas emissions ". The meeting defined the general requirement and key task for controlling the greenhouse gas emissions. It required each district and department should implement the task and reach the target which mentioned in the Twelfth Five-Year outline. By 2015, carbon dioxide emissions of per unit of GDP in 2010 decreased by 17%.
Public data shows, currently the global real estate and related fields caused 70% of the greenhouse effect. 40% of the world's carbon dioxide emissions came from buildings. So the status of low-carbon eco-buildings is very important for climate change.
But before the coming of “low-carbon economy” and “low-carbon buildings”, the constructions in china still at the development stage of absolutely “high-carbon buildings”.
Relevant statistics shows that the annual new building areas in china urban and rural places cover about two billion square meters, of which more than 80% are high energy constructions. The existing buildings are nearly 40 billion square meters, more than 95% are high-energy constructions, and the building energy consumption has accounted for 40% of China total energy consumption. So building energy conservation becomes a key target for energy saving.
“During the Eleventh Five-Year, China has established a good foundation of green building development. The green building demonstration area is already more than 300 square meters through the ‘300’ green demonstration project implemented by the Ministry of Housing.” The technology development center director Yang Rong from Ministry of Housing and Urban-Rural Development introduced in the forum, during the Eleventh Five-Year period, the implementation rate of new building energy saving standard was more than 95%, nearly thirty thousand acres of large public buildings were tested for energy consumption, more than 700 buildings did the real-time detection and there were a number of public buildings transformed and achieved very good results.
“During the Twelfth Five-Year period, the building energy conservation will step into a new development stage”, said Yang Rong. First of all, the new building energy saving standard will develop to higher standard. In the north, such as Beijing, Tianjin, they research and plan to implement 75% energy saving standard. But in the big cities with hot summer and cold winter, currently they research and plan to implement 95%energy saving standard.
“We have to improve the compliance rate of the design and energy-efficient construction; save the building energy consumption by transformation of existing buildings”, said Yang Rong. China will develop from the construction energy-saving to a wide range application of new energy, from a single building to the region, from urban building energy-saving to rural areas, and from energy saving buildings to green buildings.
