The consensus of green buildings already reached and put into practice. But how to popularize the energy saving buildings in large-scale, and get the financial support, the key point is to set evaluation system of energy-saving buildings in China.

Our how appliances already have a complete standard system for energy saving evaluation, but in green building field, we do not have complete evaluation standard system and incentive measures. So it already limited the estate enterprises to develop green estate.

“In 2006, China enacted a green building evaluation standard which brought the green building concept first time”, Yang Rong said. Since 2008, China has formulated the basic requirements of program and assessment for green building evaluation, and divided the start ratings of green buildings into two phases “operation and design”.

“Start from 2008, we reviewed first groups of national three-star green buildings, and until the end of October, 268 projects were evaluated as green building labeling programs, 86 of them got three-star certification, 106 of them got two-star certification, and 67 got one-star certification”, said Yang Rong.
　　
The basic work for green building evaluation is also under implementation; a number of standards and detail regulation are being studied and formulated, including the published green project construction, evaluation standard of green construction, greed design specifications of civil buildings, evaluation guide rule of green industrial buildings, evaluation standard of green office buildings. Yang Rong said, the perfection of green evaluation standard system would emphasis on the technical system in six aspects---land saving, energy saving, water saving, material saving, indoor environment and operation management.

Yang Rong introduced the requirements for above mentioned six technical systems in detail.

For energy saving, it stressed on the building design for much higher energy saving standard; for renewable energy sources, it stressed on the prior application of passive energy saving technology, optimization of initiative energy saving technology basic on the passive one; for water saving, it stressed on the cyclic utilization of renewable water source, collection and utilization of rain water; for land saving, it stressed on high efficiency utilization of land and ecological environment protection; the construction should be coordinated with ecological environment; for material saving, it stressed on utilization of energy conservation materials and decoration; for operation management, it stressed on the intelligentized management and etc.
　
Preparation for national green buildings action plan

“The Twelfth Five-Year economic and social development plan required that we must clearly to see the imbalance, inharmonious and unsustainable problems of our development”. In the field of housing and urban & rural construction, the sustainable growth of energy consumption and shortage of land and water will restrict our development”, Yang Rong said. So we put the green building concept into the Twelfth Five-Year first time, and required the construction industry to promote green building, green construction, and transform the inherent mode of construction industry development.

“The leadership of the State Council also attached great importance to the development of green building. Premier Wen Jiabao has given instructions on the development of green building, he required us to promote the development of China's green buildings from the aspects of regulations, planning, design and technical standards”, Yang Rong said. Because of these requirements, the National Green Building Action Plan is being formulated by the Housing Ministry and other relevant ministries.

“Two weeks ago, the general office of NDRC submitted the consultative draft of the National Green Building Action Plan to various ministry and provinces. The draft already confirmed some basic principles”, said Yang Rong.

“The present target is that the energy saving standard of new built buildings should be higher, such as 65% or 75%, the energy saving transformation of old buildings should be finished for 0.4 billion square meters during the Twelfth Five-Year. Construction application of renewable energy sources should form contiguous and demonstration area. For the energy-saving of construction operation, it should achieve the energy saving quotas guiding the related works of operational energy saving.” Yang Rong said, the energy saving of construction would have far-reaching development in the Twelfth Five-Year.

Yang Rong has also introduced the basic route map of our green building action plan.

In the Twelfth Five-Year period, China may develop green buildings for one billion square meters or even more. The present idea is to push the implementation of green building standard through the major projects, such as government office building, eco-city building, national fiscal subsidy project or government invested projects. At the same time, guide the development of green buildings through finance, taxation and land policies.

“We had been assumed to complete 300-500 green certifications within three years based on 100-200 certifications each year, and meanwhile a multitude of projects reached green building standards. After that, our country will have 1000 projects get the national three-star certification”, Yang Rong Said.
